  Department of Urban Planning and Municipalities   To regulate the surveying profession in the Emirate of Abu Dhabi, the Department of Urban Planning and Municipalities (DPM) rendered Decree No. (251) of 2015 on granting licenses in accordance with Law No. (3) of 2015 for regulating the real estate sector in the Emirate of Abu Dhabi, as well as Decree No. (119) of 2017 on regulating the surveying profession in the Emirate of Abu Dhabi. The registration and licensing of surveyors and surveying companies are regulated and managed in a manner that ensures policies, standards and best international practice are applied and adhered to at all times.   Individual Surveyors Licence Renewal Requirement Individual surveyors must submit the following with their license renewal application:
  • Copy of passport and valid ID
  • Copy of valid residence visa
  • Certificate of good conduct stating that he / she was not convicted of a breach of honour or public trust and that he / she was not declared bankrupt.
  • Fees receipt.
  • Any other documents required by DPM.
  Surveyor Companies Surveyor companies have to attach the following with license renewal application:
  • Valid trade licence.
  • Valid Abu Dhabi Chamber of Commerce Membership Certificate
  • Fee receipt.
  • Any other documents required by DPM.
  Duties and responsibilities of registered and licensed surveyors Registered and licensed surveyor must:
  • Comply with the provisions of the law, executive regulations, rules and ethics of practising the profession.
  • Show the registration card, if requested, while dealing with the concerned bodies with regards to practising the profession.
  • Notify the department within 30 days of changing status from when the license was originally granted.
  • Follow best engineering practices in performing work together in line with provisions of the surveying works regulations.
  • Ensure surveying companies or their employees allow judicial officers to enter all the works facilities and inspect all its tools, equipment, facilities and licensing requirements.
  • Ensure the said certificate and any amendment thereof shall be displayed in a prominent place at the company’s headquarters, where such offices perform their activities.
  Grievance procedures.
  • A committee shall be formed in the relevant department for consideration of the grievances filed by the persons whose registration or renewal of registration has been rejected. Grievances shall be filed to the grievances committee within 10 days from the issuance of the decision to revoke or reject the registration.
 
  • The grievances committee shall consider and decide on grievance applications with 15 days from the date of the applicant’s submission. The grievances committee shall issue its decision, in writing, by a majority vote of its members.
  Spatial reference system in Abu Dhabi. The international terrestrial reference  frame (ITRF 2000) linked to the world Geodetic System 1984 (WGS84) and the Emirates surveying stations network shall be deemed as the basic reference for spatial data, surveying works and maps in the Emirate of Abu Dhabi. Attachment No. (1) issued under this Resolution shall details the reference system, horizontal and vertical reference frames and the projection adopted in the Emirate.   Survey standards Surveyors are committed to comply with and observe the following survey standards or any other survey stands issued by DPM:

  General Provisions Licence Validity shall be one calendar year from date of issuance. DPM may renew the license within 3 months of its expiration otherwise the license will be canceled It is not permitted to carry out survey activity and photography regarding the use, management and promotion of land survey and Lidar techniques, unless the necessary license is obtained from the DPM, in addition to the approval of any relevant authority – if required – subject to all legislations in force.   The license holder may apply to DPM to amend the license scope, producing the necessary supporting documents for this purpose.
